Women, Infants & Children if I remember correctly. It's for low income families with small children, they can get stuff like milk, cereal & peanut butter.

edit: Vouchers for the food, it's like food stamps specifically for kids & pregnant women.

I think they get one voucher per item and the cashiers always act like it's an international banking transfer into Swiss Francs to process the damn things.
