First thrust of an offensive is to blind an enemy/cut off their communications.

If anything, I think Elon is establishing a system that is more difficult to defeat due to the sheer number of satellites.

So I think it's for earth defense against the interrestial aliens come to defeat us. Many have already taken the meat tenderizing jab, so at least Elon is standing up against the impending invasion...
