There's not any plastic back there, appears to be all cloth. It's the middle seat belt in the back seatTensioner could be gunked up. Can you pop the plastic cover off and look and see if there is any stuff lodged between the roller?

Mine locks up every now and again I just yank the hell out of it and it usually starts functioning again
Good thing I have a thick steering wheel coverErr... that means its busted and its not going to stop you in a crash.
Bad thing is is that saturn is discontinued brand and don't think safety harness is covered.I don't know about your brand vehicle,but I had a Honda and a Ford that had belt problems. I was not the original owner of either vehicle,but the dealers fixed the seat belts for free. Some mfgs have lifetime coverage on seat belts as a safety item.
I would call the dealer,express concern and ask for help
