There's not any plastic back there, appears to be all cloth. It's the middle seat belt in the back seat

I meant once you get to the actual tensioner assemble up under the trim/upholstery.
Some times if the belt gets twisted as it rolls up it will double up and doesn't want to fit through the doohicky anymore.
I had some choice words for the last one of those I struggled with. It was a pretty straightforward fix though. Force it!

Err... that means its busted and its not going to stop you in a crash.
Sounds like you got some French fries or McNuggets stuck in there
A lot of seat belts have a feature where you pull it out almost all the way and then let it retract and it will retract and not come back out
It's to hold down baby seats
Once you let it retract all the way back it will reset and be normal

I don't know about your brand vehicle,but I had a Honda and a Ford that had belt problems. I was not the original owner of either vehicle,but the dealers fixed the seat belts for free. Some mfgs have lifetime coverage on seat belts as a safety item.

Bad thing is is that saturn is discontinued brand and don't think safety harness is covered.
