Looks like the labor guide called for 7.5-8 hours to replace the actuator. At our shop that would be around 520 + parts. We would test it before replacing it.
I'm not telling you this to get you to come to us, only to give you an idea of what a reasonable repair should be and also that electrical parts should be tested again. Those parts are controlled by several other components

One last statement. I am beyond furious about the Acadia but I am thankful for the help and guidance. Closing this one down...
