Internet says mil-b-117 is a specification for brown paper shipping bags

Measuring the contours of the mags will tell you what they are. Don’t believe you’ll get the manufacturer without opening them.

If they’re true USGI, then they won’t be M1 carbine mags, as the date on the wrapper is 1986.

"MIL -B-121E" is also a specification for the wrapping in or of that package, as in the preservative barrier, not the substantive item within.
