So basically it has a spot for homemade guns (ghost guns) now, and has a 10 day waiting period for folks under 21.
Why didn't someone just say that to begin with?

The new revised ATF 4473 was announced a few days ago and now includes questions regarding privately made firearms and waiting periods for 21 year olds
