17 hmr will be cheap for the distance he will be shooting and very effective , 22-250 is a great round and you can buy the 40 count box of rem or win at walmart cheap, 223 id the cheapest way to go with a center fire , I shoot a 220 swift but I will not tell you that's what you need , its faster than almost any other 22 cal gun but ammo is expensive unless you reload.

There is a 1971 Remington 700 in 22-250 for sale in the classifieds for only 1,250. LOL I reckon it has a hammer forged gold barrel.

Whatever you shoot Deer with will work fine, unless you just want to add another caliber to your safe nest...

We have used 222Mag., up to 308, they all do what you want a "DEAD DAWG".

I love the 22-250.....if I can see it I can hit it....but I don't a very high dollar scope...just the basic set up
