If we took that out of the equation, the ammo would be scooped up instantly by the first person. Human nature dictates that people will panic, so the demand is there and people will not restrain themselves so that others may benefit. For instance, if you were in line at academy, the doors open, and the person in front of you comes across 2 9mm boxers and the limit is 2 boxes, they are not going to leave it for you. They'll grab it all, and either hoard it or sell it for profit. I'm ok with this, they for there 2 minutes before me and beat me to the punch.
