Well, when the list is populated with people who don't reply to PM's within three to four seconds and who don't do with their own stuff what you think they should, that list fills up kinda quick-like.

Yes. The IGNORE feature only prohibits the ignorer from seeing the ignored's comments.
The ignored can still see the ignorer's post and ads.

It's a fairly lame set up, but there is really no other way to categorize the lameasses that I would rather not deal with.
