Machine Screw Help

I am trying to find a couple flathead m5 60mm with only 10mm threaded and corresponding locknuts. Preferably in grade 5 or 8 but my looking shows that may be a unicorn so stainless is fine.

I have looked everywhere. Grainger, McMasters, Threads of the South, Ace Hardware and everywhere else.

Anyone have a direction they can point me in? Only really need 2 but I'll take 10 of them if I can find them.

Those are fully threaded though. I'm really looking for a solid machine screw with the last 10mm of it threaded.
