If you're talking about the schedule of items in the trust, you don't add the form 1 lower until you receive the tax stamp... and don't take advice over the internet Until that stamp is yours, it's still a regular old lower.

I'd have to say so... try putting a 10.5" upper on it and see what the folks in charge have to say.
