well, in New Jersey BB and Pellet guns are firearms just like a Mossberg shotty or AR/AK or Glock.

I just read the full text.

Basically the ATF got their PP smacked in a court case so they are tightening the regulations as to what is a firearm receiver in order to prevent people from making their own firearms, or owning firearms that have no records

Yes, but it is subject to a length rule making process, and then challenges in court about the reasonableness of the rule, and abuse of discretion. Unlike legislation the agency has to show they are authorized to act, that the proposed rule is within their authority, that the rule is reasonable, and that there is a need for the rule.
