All firearms are required to be shipped via FFL when going interstate, intrastate is a different story.

Question: can you ship a stripped AR lower non-FFL person to non-FFL person within state of GA?

One day the hunt was canceled due to.. whatever reason. the item is still there. then its up to bill and you to decide what becomes of it.

Your reason for shipping matters not, the law is what matters, and a rifle can be legally shipped between residents (that can legally possess a firearm) of the same state.
