How about you just get his permission to come on his property so you can clean up the limbs and leaves from your trees that fall in his yard? This shouldn't be about what the laws are. This should be about being a good neighbor.

Yep,been thereIf the limbs fall into his property they are his problem. Work for a tree service. We cut limbs off trees that hang over property lines all the time. He can just have the portion of the tree that's on his property removed.
