Percent of starting body weight would be more fair,
because a 300-pounder like me could lose 20 pounds "water weight" in a month,
and after that 10 lbs a month real weight loss through burning more calories than I'd take in.
A guy who is only 220 and wants to get down to 180 would have a much harder time losing those 40 lbs. than I could in dropping the first 40 (which would only be 1/3 of what I really should lose).

Wife just bought a fitbit, and it looks cool. I have one on the way and It'll be here Thursday. I'm curious to see how the numbers are different. She's in an office and I'm in a steel plant.
Knew a guy that participated in a weight-loss contest once.Recorded weigh ins by video to the judge for beginning and end
He wrapped 10-20 lbs of sheet lead (don’t remember exact amount) around his thighs before the weigh-in.
It was pretty informal, so everybody just weighed in their street clothes.
He won handily.
