Why would anybody buy a 38 special

Another food for thought: Price
A basic .38 is like $200
A basic .357 is like $400
Most people roll their eyes at the idea of paying 2x the price for slightly better performance.

My 638 has a shrouded hammer and can be fired from my pocket without any fear of coming out of battery or having the hammer snag on anything. Plus it can be cocked if given enough time. A hammerless or shrouded hammer .38 snub nose has a permanent place in my arsenal. It isn't my first choice, but it isn't my last choice either. There are things it can do that other guns can't do. I find it to be a near perfect pocket gun. Of course a hammerless snub nose .357 can do the same thing but I see no reason to have a .357 for the purposes I've stated. I do love the magnums, though.

And I love .38. My Grandad carried one.

If it was $200 I would agree. Most of the time it’s a little closer.
