Its not just the military. In uspsa you unload and show clear, then hammer/striker down. Every stage.
Hammer down at least leads to a double action pull, considered a safety on many firearms. On others it completely prevents them from firing.
But it all goes back to:
Always verify personally that the gun is unloaded (visually)
Always point the gun in a safe direction before pulling the trigger
Now if it was a DA only revolver (Smith airweight, etc) there is no reason to pull the trigger unless you are ready to shoot
