A passenger in an automobile can carry a concealed firearm without a permit IF the passenger is eligible for a GWL. Apparently the intent was using GWL as shorthand for eligible to own a firearm, but there is an unintended consequence.
An 18 year old is not eligible for a GWL, thus, as a PASSENGER in an automobile that is not his, the 18 year old cannot possess a concealed handgun.
Sounds like a theoretical problem, until a he wants to take an UBER from work to home with a handgun.
