thats not against the law.... cops had no reason to be cuffing him.... and the cop put a lot of people in danger while shooting with people down range from him. very poor judgement on his part... a tazer would have done the job....

depends on the county. there is no statewide or nation wide training program unless they attend gaca or naca. but naca for pd is sometimes voluntary. and "aggressive" is subjective to each person
