yeah this "ammo control" is not actually new.

On a federal level, the Gun Control Act of 1968 ( GCA '68) required that all ammunition sales be registered and buyers were supposed to show ID and the gun dealers would enter the record of the sale into a book. That lasted up until 1986 when the firearms owners protection act (FOPA) was passed. (The same law that banned transfers of newly made machine guns by the way).

I believe in Illinois you have to show a firearms ownership ID card (FOID) to buy any type of ammo for any firearm.

In New York State, if you want to buy pistol-caliber ammunition you have to show a pistol license, unless somehow you can convince the gun shop clerk that you're buying it for a pistol caliber carbine or rifle.
