Since you manufacture no parts and just want to assemble other peoples parts there is no way you can pay the cost of a business license and an FFL and make a buck . What are you going to do for testing and warranty ? Have you looked at the tool cost ? Headspace gauges ?

an upper isn't a "firearm"...you can buy them and ship them to your house all day long, so build away.

Please read what the BATF, ATF, rules about selling guns now, if you own them and they are your personal property you can sell some after a while, however putting them together for profit as a business then
you are a business that when you are a business you are in a business for profit.
