It's all about the Lieber Code, and by extension the Hague Treaty of 1907. Understand it, and I think you're eyes will go beyond the illusion. I quoted Part 44 of it to a prosecutor once and they just about s%$t. Case dismissed, time to go home.

The Lieber code or has to do with martial law and military justice during wartime. What does that have to do with a poem?
