Our state preemption statute, 16-11-173, doesn't specifically prohibit a gun tax or ammo tax.
It just says no level of government, other than the legislature itself, may "by rule or regulation shall regulate in any manner" how guns are sold, possessed, carried, etc.

If our O.C.G.A. code is silent on the issue of taxation, and a liberal court can rule that a tax is NOT any form of REGULATION, then it's a free-for-all. The government can tax the hell out of guns and ammo, and probably impose record-keeping requirements, permits, licenses, etc. to prove that people have paid the tax. All in the name of raising revenue.
As long as those government goons keep their mouths shut about the real intent and purpose behind the law-- to chill the exercise of Second Amendment rights-- the could get away with it.

If our courts are as liberal as the one out in Washington state.
