NICS check

So, back a few years ago, when the GWL wasn't accepted and they had to do checks, I had a hold placed. Went back a couple days later and picked it up. The FFL asked if I had ever had a security clearance. I said yes, and he said said that was a common reason for holds. Was he full of it? Never had any other problems before, or since.
