I can confirm that there are "crisis actors". One of my family members, now deceased, was a higher up in the NSA and he straight out told us years back that the government uses actors all the time to push their agenda and have for many many years. The government may not always start the event, even though sometimes they do, but regardless they use their actors to play it up to push the general public to "want" whatever it is the government was pushing for at the time.
