The policy

"Currently, the VA appoints fiduciaries, often family members, to manage the pensions and disability benefits of veterans who are declared incompetent. When that happens, the department automatically enters the veteran's name in the Criminal Background Check System."


although there is quite a bit of misinformation out there regarding the policy the scenario you suggest would not apply. Kinda strange though "criminal" being an inappropriate term for whatever the hell they are doing..
 
He should have done blow... Then he could be POTUS

or become and FBI agent after 7 years.

I always found it rather "funny" that if you used marijuana or cocaine at age 20 several times and did not get arrested for it (good criminal), you could confess your sins in the application process, get a "waiver" and you were good to go. BUT if you smoked pot once, got caught (bad criminal) you were immediately disqualified. Seems a bit odd....the slicker criminal you were, the less consequence.
