I can have it shipped to a dealer in my state and go fill out 4473 to pick it up or ship it to a dealer in another state for the individual to pick up. There is nothing new in this while EA thing. Just a bunch to do about nothing. The laws haven't changed and these steps should (by law) been followed anyway.
The danger is in the assumption that there was a "loop hole" in the first place.
