California Passes New gun law

We never had background checks on ammo on a national level, but we DID have mandatory ammo recordkeeping. Show your I.D. and sign the dealer's log book showing what ammo you bought, how much, and when. This was a federal requirement from the GCA of '68, and it lasted until the FOPA of 1986.

If instant background checks were available in 1968, I'm sure Congress would have required them for ammo purchases too, as well as any gun purchase.
But back in those days, any "check" would have required a waiting period, which was politically unacceptable.

There was a while that purchases of .22 ammo had to be logged in by the seller because it was a "pistol" ammo. That's when a lot of mom and pop stores quit selling it. Before about every little ol' gas station/grocery store would sell .22 and some shotgun shells, and thutty-thutty bullets.
