Keep the area wet with it for a few days and then 000 or 0000 BRASS wool. NOT STEEL WOOL! I have had good luck letting Kroil sit on surface rust for long periods and using brass wool as well. PS Steel wool leaves micro bits of steel in the surface, which promotes further rust.

Let soak for several hours then scrub keeping wet with brake fluid while scrubbing to remove rust and won’t harm bluing .Pits will have to be sanded and deep ones filed out !
