I think you are confusing Hollywood with reality---unless that was your point.
There have been examples of over reaching law enforcement and brutal crime gangs forever. In our recent past were were blessed with Al Capone and various ultra-aggressive law enforcemnt task forces formed to deal with gang activity. Civil rights, and constituional rights were thrown out with the trash then as well.

No, actually my point is law enforcement has had to change with the criminal element.
