Why is the IRS buying AR-15's?

No tin-foil required here. Just follow the money.

It is because Congress critters allocate funds to depts and agencies with specific uses or items/vendors (that just happen to be located in their district or a lobbyist gave a significant "campaign contribution") and because its not their money and their job is to spend it, those depts. and agency managers are more than happy to go on shopping sprees thru the GSA catalog.

Meanwhile the latest update for next year's US Nat. Debt is 21 TRILLION DOLLARS...
 
• The Department of Veterans Affairs, which has 3,700 law-enforcement officers guarding and securing VA medical centers, spent $11.66 million. It spent more than $200,000 on night-vision equipment, $2.3 million for body armor, more than $2 million on guns, and $3.6 million for ammunition. The VA employed no officers with firearm authorization as recently as 1995.

All the VA officers have weapons.

Yeah, the officers are armed. I have spoken with a few.
