i would say no its not technically illegal and i guess i have done something close in the past. my father wanted to get me a firearm for a birthday one i year. I went to the store picked it out put down all my info, but he swipped his card when it was time for payment. This sounds like the same situation just with bad wording and going about it a bad way. I would either buy the gun myself and give it to him or i would just send him the money, set up the deal for him and have him meet and transfer the cash.
