Unless its notarized it's not admissible in court.

Admissible? Perhaps not, but definitely would have a positive influence on a judge.

Gwinnett will check a serial number over the phone. I did it a couple times. I had to give them my name. Not a big deal to me I have nothing to hide. Besides, I lost all of my guns in a terrible boating accident.
